Calidad y Efectividad de la Participación Social en el Consejo de Gestión de Turismo de Juiz de Fora (Brasil)

Abstract

This paper it is evaluated the performance of the members the Municipal Tourism Council of a city in the state of Minas Gerais/Brazil, from 2011 to 2015. The methodology used content analysis techniques to examine the minutes of the meetings; semi-structured interviews and participant observation, to identification of the dynamics of the actors in this space. It has been analyzed: (1) the frequency of the participants in the meetings; (2) the topics placed on the agenda; (3) the relationship between these frequencies and the items that were converted into results. It was identified the proposals; the dynamics (or cycle) that leads to the repetition of the themes; the logic (agenda) of its distribution. It was observed that more than 50% of members have beheld less than half of the meetings; the most frequent members are representatives of the private and public sector. It is concluded that, the institutional weakness of the council is consequence of the low attendance of the members. Moreover, it was showed the positive relationship between the attendance and the effectiveness among those actors that participate regularly, with respect to the capacity to influence the distribution of issues and convert them into concrete actions.
